Playing at a foreign crypto casino today
For many years online casino games in Finland have been offered by one domestic operator. Foreign casinos, crypto casinos included, are not licensed in Finland, and Finnish rules restrict their marketing to Finnish players. Those rules are aimed at companies. A player who opens an account at a casino licensed in Curaçao, Anjouan or Malta is not committing a crime by doing so.
What a player gives up is protection. At a foreign casino, disputes go to the casino's own licensing authority, not to a Finnish body. If the licence is expired or revoked, as with the licence tied to BC.Game (see our BC.Game review), there may be no regulator at all.
What this means in practice:
- Choose casinos whose licence shows as active in the issuer's register.
- Check that the terms do not list Finland as a restricted country.
- Use your real identity and location. Hiding your location breaks most casinos' terms; Stake, for example, forbids it in clause 14.4.
- Keep balances small and withdraw regularly.
The planned licence system from 2027
Finland is reforming gambling regulation. The plan is to open online casino games and betting to licensed operators, with a licence system expected to start in 2027, while keeping lotteries with the state operator. Once it is in place, casinos holding a Finnish licence will be the regulated choice for Finnish players, with Finnish consumer protection and responsible gambling rules.
For a player, the reform will mainly change two things: which casinos can legally market to you, and which casinos give you a Finnish regulator to turn to. It is also likely to bring stronger measures against unlicensed sites. Keep an eye on the date and on which brands actually apply for a licence.
Tax on casino winnings
Finnish tax treatment depends on where the gambling is organised, not on whether you paid in crypto or euros.
EU and EEA. Winnings from gambling organised in an EU or EEA country are generally tax-free for a player resident in Finland. A casino licensed in Malta is the typical example.
Outside the EEA. Winnings from gambling organised outside the EEA can be taxable as capital income. Most crypto casinos hold licences from Curaçao or Anjouan, which are outside the EEA. Stakes and losses are generally not deductible from those winnings.
A simple example
You deposit 200 euros at a Curaçao licensed casino, win and withdraw 700 euros during the year. The winnings can be taxable capital income even though you started with 200 euros, because losses and stakes are generally not deductible. At an EEA licensed casino, the same winnings would generally be tax-free.
Tax on the crypto itself
This is where crypto casinos differ from ordinary online casinos. Crypto is property for tax purposes, and spending or exchanging it can count as a disposal.
- If you buy 0.01 BTC for 500 euros and later send it to a casino when it is worth 600 euros, the 100 euro rise can be a taxable capital gain.
- If you withdraw winnings in BTC and later sell them for euros at a higher price, that rise can be taxable too.
- Small disposals may fall under a yearly exemption; check the current threshold on Vero.fi.
